সাধারন কাজ এর জন্য কত লাক্স প্রয়োজন?

উত্তরঃ মেঝে হতে ১মিটার বা ২৯.৩৭” উচ্চতায় কমপক্ষে ৩৫০ লাক্স (Lux) আলো থাকতে হবে । সূত্র: বিধিমালা-৪৯(১)

ষষ্ঠ অধ্যায় – নিরাপত্তা

কোন প্রতিষ্ঠানে কতজন লোকের জন্য, কতটি বর্হি:গমন পথ থাকিতে হইবে ?

উত্তরঃ প্রতিষ্ঠানের ভবনের প্রতিটি কক্ষ যেখানে ২০ জনের অধিক সংখ্যক ব্যক্তি কাজ করেন সেই ক্ষেত্রে অন্যূন দুইটি করিয়া বর্হি:গমন পথ থাকিতে হইবে।

একজন শ্রমিক ফ্লোরের যেখানেই কাজ করুক না কেন সর্বোচ্চ কত মিটারের মধ্যে বর্হিগমন পথ থাকতে হবে ?

উত্তরঃ বর্হিগমন পথ কোন শ্রমিকের কাজের স্থান হইতে পঞ্চাশ মিটারের অধিক দূরত্বে হইবে না এবং উহা প্রস্থে ১.১৫ মিটার এবং উচ্চতায় ২.০০ মিটারের কম হইতে পারিবে না। সূত্র-বিধিমালা-৫৪(২)

৬ তলা পর্যন্ত উচ্চতা বিশিষ্ট ভবনের কোন সিঁড়ি ১.১৫ মিটারের কম প্রশস্ত হইবে না এবং ৬ তলার অধিক উচ্চতাসম্পন্ন ভবনের সিঁড়ি ২.০০ মিটারের কম প্রশস্ত হইবে না। সূত্র-বিধিমালা-৫৪(৭)

সিড়িঁর রেলিং স্থাপনের জন্য প্রশস্ততা কত হলে উভয় দিকে হ্যান্ড রেইল যুক্ত থাকিতে হইবে ( বিধি বলবৎ হবার পর) ?

কোন সিঁড়ি সমতল হইতে কত ডিগ্রি কোণের অধিক কৌণিক দূরত্বে নির্মাণ করা যাইবে না ?

বর্হিগমন সিড়ির প্রশস্থতা কত হতে হবে ?

উত্তরঃ ৬ তলা পর্যন্ত-৪৫ইঞ্চি/১.১৫ মি. এবং ৭ তলা থেকে উপরে -৭৮ ইঞ্চি/২.০০ মি. (বাড়ানোর সুযোগ না থাকলে- ৩২ ইঞ্চি/০.৮২ মি. বিধি প্রনয়নের পূর্বে তৈরি হলে) ।

একটি বর্হিগমন থেকে আরেকটি বর্হিগমনের দুরুত্ব সর্বোচ্চ কত মিটারের মধ্য থাকতে হবে ?

উত্তরঃ দুইটি বহির্গমন পথ বা সিঁড়ি ৫০ মিটারের অধিক দূরত্বে এবং পরস্পরের সন্নিকটে হইবে না এবং কমপক্ষে অর্ধেক সংখ্যক সিঁড়ির শেষ প্রান্ত ভবনের বহির্মুখী হইতে হইবে। সূত্র: বিধি-৫৪(৮)

সিঁড়িতে পর্যাপ্ত বায়ু চলাচল ও আলোর ব্যবস্থা থাকিতে হইবে যেন সিড়িঁটি ধোঁয়াচ্ছনড়ব বা অন্ধকারাচ্ছনড়ব না হইতে পারে এবং চিলেকোঠায় অবস্থিত দরজা কাজ চলাকালীন বন্ধ বা তালাবদ্ধ রাখা যাইবে না। সূত্র-বিধিমালা-৫৪(9)
প্রতিটি ফ্লোরের ন্যূনতম একটি গ্রীলবিহীন জানালা থাকিবে যা কব্জাসংযুক্ত হইতে হইবে এবং যাহাতে জরুরি প্রয়োজনে খুলিয়া লেডার বা দড়ির মই এর সাহায্যে নীচে নামিয়া আসা যায় এবং নীচ তলায় শক্ত দড়ির জাল সংরক্ষণ করিতে হইবে যাহাতে অগিড়ব দুর্ঘটনার সময় জরুরি প্রয়োজনে দড়ি বহিয়া উক্ত জালে অবতরণ করা যায়। সূত্র-বিধিমালা-৫৪(10)
কত বর্গফুট এরিয়ার জন্য ১টি হোজরিল প্রয়োজন ?

উত্তরঃ প্রতি ৯১৪৯ বর্গফুটের জন্য বা প্রতি ৮৫০ বর্গমিটার স্থানের জন্য ১টি। উহাতে অবারিত পানির সংযোগ থাকিবে এবং প্রতি বৎসর নূম্নতম একবার পরীক্ষার ব্যবস্থা করিতে হইবে : তবে শর্ত থাকে যে, অগ্নি নির্বাপনের বিকল্প ব্যবস্থা সম্পর্কে নিশ্চিত হইয়া উহা লিখিতভাবে রেকর্ডপূর্বক মহাপরিদর্শক কোন প্রতিষ্ঠানের ক্ষেত্রে এই অনুচ্ছেদের বিধান প্রতিপালন শিথিল করিতে পারিবেন। সূত্র: বিধি-৫৫(১) (ঘ)

প্রতিষ্ঠানের প্রতি তলায় কয়টি পানি ভর্তি ড্রাম এবং ধাতব পদার্থ দ্বারা নির্মিত লাল রংয়ের খালি বালতি ঝুলন্ত অবস্থায় সংরক্ষণ ও রক্ষণাবেক্ষণ করিতে হইবে ?

উত্তরঃ প্রতি ১০০০ বর্গমিটার মেঝে এলাকার জন্য ২০০ লিটার ধারণ ক্ষমতাসম্পন্ন পানি ভর্তি একটি ড্রাম এবং ১০ লিটার ধারণ ক্ষমতাসম্পন্ন চারটি করিয়া ধাতব পদার্থ দ্বারা নির্মিত লাল রংয়ের খালি বালতি ঝুলন্ত অবস্থায় সংরক্ষণ ও রক্ষণাবেক্ষণ করিতে হইবে এবং প্রতিটি বালতি বাংলাদেশ ষ্ট্যান্ডার্ড স্পেসিফিকেশন অনুযায়ী যথাযথ মানসম্পন্ন হইতে হইবে। তবে শর্ত থাকে যে, প্রতিষ্ঠানটি যদি ফায়ার হাইড্রেন অথবা স্পির্স্কলার দ্বারা সুরক্ষিত থাকে তবে উপরি-উক্ত বিধানাবলি প্রযোজ্য হইবে না। সূত্র: বিধি-৫৫(১)

কত বর্গফুট এরিয়ার জন্য ১টি ফায়ার এক্সটিংগুইসার (এবিসি) প্রয়োজন ?

উত্তরঃ প্রতি ৯৬৮ বর্গফুটের বা ৯০ বর্গমিটার অধিক আয়তনের মেঝে বিশিষ্ট প্রতিষ্ঠানের এবং যেখানে দাহ্য তরল, বৈদ্যুতিক সরঞ্জাম এবং দাহ্য ধাতু ব্যতীত অন্য দাহ্য বস্তু হইতে আগুন লাগিতে পারে সেখানে উপ-বিধি (১) এ উল্লিখিত নির্ধারিত বালতির অতিরিক্ত প্রতি ৯০ বর্গমিটার স্থানের জন্য একটি ড্রাই কেমিক্যাল পাউডার অগ্নিনির্বাপক বা অনুরূপ ধরনের বহনযোগ্য অগিড়ব নির্বাপক যন্ত্র রাখিতে হইবে।

(৩) যে সব প্রতিষ্ঠানে দাহ্য তরল হইতে বা †MøvR বা পেইন্ট হইতে আগুন লাগিতে পারে, সেখানে উপ-বিধি (২) এ বর্ণিত মাত্রায় অগ্নিনির্বাপক যন্ত্র রাখিতে হইবে এবং সেইগুলি ফোম টাইপ, ড্রাই কেমিক্যাল পাউডার (এ বি সি টাইপ), কার্বন-ডাই-অক্সাইড, অগ্নিনির্বাপক বা অনুরূপ ধরনের হইতে হইবে।

(৪) যেসব প্রতিষ্ঠানে বৈদ্যুতিক যন্ত্রাদি হইতে আগুন লাগিবার সম্ভাবনা থাকে সেইখানে উপ-বিধি (২) এ বর্ণিত মাত্রায় অগ্নিনির্বাপক যন্ত্র রাখিতে হইবে এবং উহা কার্বন-ডাই-অক্সাইড, ড্রাই ক্যামিকেল পাউডার নির্মিত বা অনুরূপ পদার্থ m¤¦wjZ হইতে হইবে।

(৫) যে সব প্রতিষ্ঠানে ম্যাগনেশিয়াম, এ্যালুমিনিয়াম বা জিংক-এর গুঁড়া বা চাঁচ অথবা অন্য দাহ্য ধাতু হইতে আগুন লাগিবার সম্ভাবনা থাকে সেইখানে কার্বন-ডাই-অক্সাইড বা ফোম টাইপের অগ্নিনির্বাপক যন্ত্র ব্যবহার করা যাইবে না এবং সেইখানে আগুন নিভানোর জন্য ড্রাই কেমিক্যাল পাউডার (‘ডি’ টাইপ), পর্যাপ্ত পরিষ্কার মিহি শুকনা বালি, পাথরের গুঁড়া এবং অন্য অদাহ্য পদার্থ মজুদ রাখিতে হইবে।

ফায়ার এক্সটিংগুইসার কতটুকু উপরে রাখিতে হইবে ?

উত্তরঃ প্রযোজ্য ক্ষেত্রে দেওয়াল (supporting wall) অথবা কাঠের, ধাতব ও প্লাস্টিকের তৈরি কেবিনেটে এমনভাবে স্থাপণ করিতে হইবে যেন অগ্নিনির্বাপক যন্ত্রের তলদেশ ভূসমতল ((ground level)) হইতে ১০০০ মিলিমিটার (৩.২৮০৮৪ ফুট) উপরে হয়। সূত্র: ৫৫(৭)(ঘ)

(গ) যতদূর সম্ভব প্রত্যেক ফ্লোরের বর্হিগমন হইবার পথ (Exit) অথবা সিঁড়ির ভূসংযোগস্থল (Stair Landing) এর নিকটবর্তী স্থানে স্থাপন করিতে হইবে, তবে লক্ষ্য রাখিতে হইবে যেন কোন অবস্থাতেই জরুরি নির্গমন বাঁধাগ্রস্থ না হয়;

(ঙ) প্রত্যেক ফ্লোরের একই স্থানে স্থাপন করিতে হইবে;

ইভাকুয়েশন (Evacuation Plan) প্লান ফ্লোরের কোথায় স্থাপন করতে হবে ?

উত্তরঃ প্রত্যেক প্রতিষ্ঠানের ভবনের প্রত্যেক ফ্লোরে সহজে দৃশ্যমান এক বা একাধিক স্থানে বহির্গমন পথের নকশা (Evacuation Plan) প্রদর্শনের ব্যবস্থা রাখিতে হইবে।

শতকরা কতজন শ্রমিককে ফায়ার ট্রেনিং দিতে হবে ?

উত্তরঃ ১৮% এবং ৩টি কমিটিতে বিন্যাস করতে হবে( Fire fighting)-অগ্নিনির্বাপণ, Rescue team-উদ্ধারকারী and First Aid -প্রাথমিক চিকিৎসা) এবং ফরম-২২ অনুযায়ী এতদসম্পকির্ত রেকর্ড সংরক্ষণ করিতে হইবে। সূত্র: বিধিমালা-৫৫ (১০)

অগ্নিনির্বাপণ, উদ্ধারকারী ও প্রাথমিক চিকিৎসা দলরে নির্ধারিত পোশাক কমেন হইবে ?

উত্তরঃ(ক) অগ্নিনির্বাপণ দল – হলুদ রং এর এপ্রোণ পিছনে লাল রং এ ‘আগুন’ (Fire) লিখা থাকিবে

(খ) উদ্ধারকারী দল – হলুদ রং এর এপ্রোণ পিছনে লাল রং এ ‘উদ্ধার’ (Rescue) লিখা থাকিবে

(গ) প্রাথমিক চিকিৎসা দল – সাদা রং এর এপ্রোণ পিছনে লাল রং এ ‘প্রাথমিক চিকিৎসা (First Aid) লিখা থাকিবে। উল্লিখিত তিনটি দলকে প্রতি ছয় মাস অন্তর পুনঃপ্রশিক্ষণ প্রদান করা। সূত্র: বিধিমালা- ৫৫ (১১)(ক)(খ)(গ), ১২

কতজন শ্রমিকের জন্য একজন ট্রেনিং প্রাপ্ত সেইফটি কর্মকর্তা রাখিতে হইবে?

ফায়ার ফাইটিং টিমকে কত মাস পর পর পুন:প্রশিক্ষন দিতে হবে ?

উত্তরঃ ৬ মাস

কত জন লোক থাকলে অগ্ননির্বিাপন মহড়ার আয়োজন করতে হইবে এবং কতবার ?

উত্তরঃ ৫০ বা ততধকি শ্রমকি/র্কমচারী সম্বলতি কারখানা ও প্রতষ্ঠিানে

ধারা ৬২(৮) অনুসারে প্রতি ছয় মাসে অন্তত একবার অগিড়বনির্বাপণ ও দুর্ঘটনার সময় জরুরি নির্গমনের মহড়ার আয়োজন করিতে হইবে এবং ফরম-২২(ক) অনুযায়ী রেকর্ডবুক সংরক্ষণ করিতে হইবে এবং মহড়া আয়োজনের কমপক্ষে ১৫ দিন পূর্বে সংশ্লিষ্ট পরিদর্শক এবং নিকটস্থ ফায়ার সার্ভিস স্টেশনকে লিখিতভাবে অবহিত করিতে হইবে।

অগ্নি নির্বাপনের জন্য জলাধারে কমপক্ষে কত লিটার পানি সংরক্ষন করতে হবে ?

উত্তরঃ ৫০০০ লিটার এবং উহা সব সময় পানি দ্বারা পূর্ণ থাকিতে হইবে এবং হোজরিলের সহিত সংযুক্ত রাখিতে হইবে। তবে অগ্নি নির্বাপণের লক্ষে পাইপের মাধ্যমে সংযুক্ত করিয়া [পরিকল্পনা ও নক্সা মহাপরিদর্শক বা ক্ষমতাপ্রাপ্ত পরিদর্শকের অনুমোদন ক্রমে] যান্ত্রিক গভীর নলকপ‚ (Deep tubewell) বা বৈদ্যুতিক পাম্পযুক্ত জলাধারের ব্যবস্থা করিতে পারিবেন। তবে শর্ত থাকে যে, এই ক্ষেত্রে মহাপরিদর্শক বা ক্ষমতাপ্রাপ্ত পরিদর্শক উপ-বিধি (১৫) প্রতিপালন হইতে অবহতি প্রদান করিতে পারিবেন।

নিরাপদ বিদ্যুৎ ব্যাবস্থা নিশ্চিত করিতে কি করিতে হইবে ?

উত্তরঃ প্রতি ১২ (বারো) মাসে অন্তত একবার অথবা সার্টিফিকেটে প্রদত্ত মেয়াদ শেষ হইবার পূর্বে একজন উপযুক্ত লাইসেন্সপ্রাপ্ত ওয়ারিং পরিদর্শক বা প্রতিষ্ঠান দ্বারা কারখানা বা প্রতিষ্ঠানের পূর্ণাংগ আর্থিং (earthing) ও ওয়ারিং (wiring)পরীক্ষা করাইয়া ফলাফলসহ প্রত্যয়নপত্র সংরক্ষণ করিতে হইবে। সূত্র: বিধি- ৫৮(৮)

বৈদ্যুতিক ওয়্যারিং ও উহা রক্ষণাবেক্ষণের দায়িত্ব কাকে প্রদান করা যাইবে ?

উত্তরঃ সরকার অনুমোদিত প্রতিষ্ঠান হইতে সনদপ্রাপ্ত ব্যক্তি ব্যতীত অন্য কোন ব্যাক্তিকে প্রদান করা যাইবে না। ব্যবহার্য বৈদ্যুুতিক যন্ত্রপাতির ধরন, পরিকল্পনা এবং কারখানার যে কোন অংশে যেখানে দহনযোগ্য বিস্ফোরক মিশ্রণ ব ̈বহৃত হয় বা জমা রাখা হয় সেই অংশের বৈদ্যুুতিক তারের লাইন লাগানোর ক্ষেত্রে মহাপরিদর্শককে অবহিত করিতে হইবে। সূত্র: বিধি- ৫৮(৮)(৯)

উত্তরঃ তামা বা অন্য কোন অলৌহ ধাতু দ্বারা তৈরি সাইজিং সিলিন্ডারের মত পাতলা দেওয়ালের প্রেসার ভেসেলের ক্ষেত্রে নিরাপদ কাজের প্রেসার পাঁচ বৎসর মূল ওয়ার্কিং প্রেসার হইতে প্রতি বৎসর শতকরা পাঁচভাগ হারে হ্রাস করিতে হইবে এবং কোন অবস্থাতেই ২০ বৎসরের অধিক অনুরূপ সিলিন্ডার ব্যবহার করা যাইবে না।

ওজন ?

উত্তরঃ অতিরিক্ত ওজন।(১) কোন প্রতিষ্ঠানের কোন পুরুষ বা মহিলাকে নি¤বর্ণিত ওজনের অতিরিক্ত ওজনবিশিষ্ট কোন দ্রব্য, যন্ত্রপাতি, হাতিয়ার বা সরঞ্জাম কাহারো সাহায্য ব্যতীত হাতে বা মাথায় করিয়া উত্তোলন, বহন বা অপসারণের উদ্দেশ্যে নিয়োগ করা যাইবে না, যথা:

(ক) প্রাপ্তবয়স্ক পুরুষ …. ৫০ কিলোগ্রাম; এবং

(খ) প্রাপ্তবয়স্কা মহিলা …………..৩০ কিলোগ্রাম।

(২) পরিবহণের জন্য ব্যবহৃত রাস্তা অবশ্যই এমনভাবে বাঁধামুক্ত হইতে হইবে যাহাতে শ্রমিকের হোঁচট খাইবার সম্ভবনা না থাকে এবং কোন মতেই উহা পিচ্ছিল হইতে পারিবে না :

তবে শর্ত থাকে যে, যেক্ষেত্রে ওজন বহন করিয়া উপরে উঠাইতে হয় সেই ক্ষেত্রে উপরি-

দুর্ঘটনার নোটিস প্রদান ?

উত্তরঃ(১) কোন প্রতিষ্ঠানে যদি কোন ব্যক্তি দুর্ঘটনায় পতিত হয় যাহার ফলে তাহার মৃত্যু ঘটে অথবা অনুরূপ কোন দুর্ঘটনার কারণে পরবর্তী ২০ দিনের মধ্যে প্রতিষ্ঠানে তাহার কাজে যোগদানের কোন যুক্তিসংগত সম্ভাবনা না থাকে, তবে অনুরূপ দুর্ঘটনাকে ক্ষেত্রানুসারে মারাত্মক (Fatal) বা গুরুতর (Serious) বলিয়া অভিহিত করা হইবে এবং উক্ত ঘটনা সংঘটিত হইবার সঙ্গে সঙ্গে প্রতিষ্ঠান কর্তৃপক্ষকে টেলিফোন, ফ্যাক্স, ই-মেইল অথবা বিশেষ বার্তাবাহক দ্বারা নি¤ড়ববর্ণিত ব্যক্তি ও প্রতিষ্ঠানকে নোটিস প্রদান করিতে হইবে । সূত্র: বিধি- ৬৯

অষ্টম অধ্যায় কল্যাণমূলক ব্যবস্থা

স্বাস্থ্য কেন্দ (Health Centre) ?

উত্তরঃ যে সকল প্রতিষ্ঠান বা প্রতিষ্ঠানসমূহ একই ভবনে বা একই স্থানে অবস্থিত সেইখানে পাঁচ হাজার বা ততোধিক শ্রমিক-কর্মচারী কর্মরত থাকিলে

(ক) প্রতিষ্ঠানের মালিক একটি স্বাস্থ্য কেন্দ্র প্রতিষ্ঠা করিবেন এবং অনুরূপ প্রতিটি স্বাস্থ্য কেন্দ্রে শ্রমিকদের কাজ চলাকালীন চিকিৎসা করিবার জন্য নি¤বর্ণিত মেডিক্যাল স্টাফ থাকিতে হইবে, যথা:-

(অ) ৫,০০০ হইতে ৭,৫০০ শ্রমিকের জন্য ন্যূনতম দুইজন রেজিস্ট্রার্ড চিকিৎসক ;

(আ) ৭,৫০১ বা তদূর্ধ্বের জন্য ন্যূনতম তিন জন রেজিস্ট্রার্ড চিকিৎসক; এবং

(ই) প্রতি চিকিৎসকের জন্য ন্যূনতম একজন প্রশিক্ষণপ্রাপ্ত নার্স এবং ন্যূনতম একজন যোগ্যতাসম্পনড়ব ড্রেসার :

তবে শর্ত থাকে যে, একাধিক চিকিৎসক নিয়োগের বিধান থাকিলে অন্ততপক্ষে একজন মহিলা চিকিৎসক নিয়োগের চেষ্টা করিতে হইবে; সূত্র: বিধি- ৭৮

সেইফটি রেকর্ড বুক সংরক্ষণ ও সেইফটি তথ্য বোর্ড প্রদর্শন ?

উত্তরঃ (১) ধারা ৯০ মোতাবেক প্রত্যেক কারখানা বা শিল্প-প্রতিষ্ঠানে সংরক্ষিত সেইফটি রেকর্ড বুকে নি¤বর্ণিত তথ্যসমূহ লিপিবদ্ধ থাকিতে হইবে এবং উহা পরিদর্শকের চাহিদা মোতাবেক সরবরাহ করিতে হইবে, যথা:-

(ক) বিপদ বা ঝুঁকির কারণ হইতে পারে প্রতিষ্ঠানে বিদ্যমান ও ব্যবহৃত এমন যন্ত্রপাতি ও রাসায়নিক দ্রব্যাদির তালিকা;

(খ) ব্যবহৃত রাসায়নিক দ্রব্যাদির বিষয়ে গৃহীত সতর্কতামূলক ব্যবস্থা, শ্রমিকের স্বাস্থ্যে ইহার সম্ভাব্য প্রভাব ও প্রাথমিক চিকিৎসার ব্যবস্থা;

(গ) কোন শ্রমিককে কি ধরনের ব্যক্তিগত সুরক্ষা উপকরণ বা যন্ত্রপাতি ব্যবহার করিতে হয় তাহার বিবরণ;

(ঘ) যন্ত্রপাতির পূর্ণাঙ্গ তালিকা;

(ঙ) অগিড়বনির্বাপণ মহড়ার তারিখ ও অংশগ্রহণকৃত শ্রমিকের সংখ্যা;

(চ) অগিড়বনির্বাপণ উপকরণসমূহের পুনঃভর্তিকরণের তারিখ;

(ছ) বৈদ্যুতিক ওয়ারিং ও যন্ত্রপাতির পরীক্ষা সংক্রান্ত তথ্য;

(জ) সেইফটি কমিটির সদস্যদের তালিকা ও এত সংক্রান্ত প্রশিক্ষণের তারিখ ও প্রশিক্ষণ গ্রহণকারীর সংখ্যা; এবং

(ঝ) সেইফটি সংক্রান্ত মালিক কর্তৃক গৃহীত অন্যান্য তথ্য।

(২) সেইফটি বুকে লিপিবিদ্ধ প্রধান প্রধান তথ্যসমূহ সকলের দৃষ্টিগোচর হয় এমন স্থানে উক্ত উদ্দেশ্যে প্রস্তুতকৃত ও টাঙ্গানো একটি সেইফটি তথ্য বোর্ডে প্রদর্শন করিতে হইবে।

সেইফটি কমিটি গঠন ?

উত্তরঃ (১) ধারা ৯০ক অনুযায়ী ৫০ (পঞ্চাশ) বা তদূর্ধ্ব সংখ্যক শ্রমিক নিয়োজিত রহিয়াছেন বা বৎসরের কোন এক সময় নিয়োজিত থাকেন এমন প্রত্যেক কারখানার বা শিল্প-প্রতিষ্ঠানের মালিকগণ সেইফটি কমিটি গঠন করিবেন :

তবে শর্ত থাকে যে, বিদ্যমান কারখানাসমূহের ক্ষেত্রে এই বিধিমালা কার্যকর হইবার তারিখ হইতে ৬ (ছয়) মাসের মধ্যে এবং এই বিধিমালা কার্যকর হইবার পরে স্থাপিত কারখানাসমূহের ক্ষেত্রে উৎপাদন চালু হইবার ৯ (নয়) মাসের মধ্যে সেইফটি কমিটি গঠন করিতে হইবে এবং ধারা ১৮৩ অনুযায়ী ঘোষিত প্রতিষ্ঠানপুঞ্জের মালিকগণও এলাকাভিত্তিক অথবা প্রতিষ্ঠানপুঞ্জের আওতা এক উপজেলার অধিক হইলে উপজেলাভিত্তিক সেইফটি কমিটি গঠন করিবেন।

(২) সেইফটি কমিটিতে মোট সদস্য সংখ্যা ৬ (ছয়) এর কম এবং ১২ (বার) এর অধিক হইবে না এবং উহাতে মালিক ও শ্রমিক পক্ষের সমসংখ্যক প্রতিনিধি থাকিবে।

(৩) কমিটিতে একজন সভাপতি, একজন সহ-সভাপতি, একজন সদস্য-সচিব ও সদস্যগণ থাকিবেন।

(৪) প্রম সভায় সদস্যগণ সর্বসম্মত সিদ্ধান্তμমে একজন সদস্য-সচিব নির্বাচন করিবেন।

(৫) কমিটি উহার সদস্যগণের মধ্য হইতে পেশাগত স্বাস্থ্য ও নিরাপত্তা সংμান্ত বিশেষ কোন ক্ষেত্রের এবং বিভিনড়ব শাখা বা বিভাগের দায়িত্ব প্রদান করিতে পারিবে।

(৬) কমিটি উহার সভাপতি ও মালিকপক্ষের প্রতিনিধিগণকে কারখানা বা শিল্পপ্রতিষ্ঠাে নর মালিক বা ব্যবস্থাপনা পরিচালক মনোনয়ন প্রদান করিবেন এবং সহ-সভাপতি ও শ্রমিকপক্ষের প্রতিনিধিগণ যৌথ দরকষাকষি (সিবিএ) অথবা অংশগ্রহণকারী কমিটির শ্রমিক প্রতিনিধিগণ কর্তৃক কর্মরত শ্রমিকদের মধ্য হইতে মনোনীত হইবেন।

সেইফটি কমিটি গঠন ?

উত্তরঃ (৭) শ্রমিকের সংখ্যা অনুযায়ী সেইফটি কমিটির সদস্য সংখ্যার আনুপাতিক হার হইবে নি¤ড়রূপ, যথা:

(ক) ৫০ (পঞ্চাশ) হইতে ৫০০ (পাঁচশত) জন শ্রমিক কর্মরত রহিয়াছেন এমন কারখানা বা শিল্প-প্রতিষ্ঠানে সেইফটি কমিটির মোট সদস্য সংখ্যা হইবে সর্বোচ্চ ৬ (ছয়) জন;

(খ) ৫০১ (পাঁচশত এক) হইতে ১০০০ (এক হাজার) জন শ্রমিক কর্মরত রহিয়াছেন এমন কারখানা বা শিল্প-প্রতিষ্ঠানে সেইফটি কমিটির মোট সদস্য সংখ্যা হইবে সর্বোচ্চ ৮ (আট) জন;

(গ) ১০০১ (এক হাজার এক) হইতে ৩০০০ (তিন হাজার) জন শ্রমিক কর্মরত রহিয়াছেন এমন কারখানা বা শিল্প-প্রতিষ্ঠানে সেইফটি কমিটির মোট সদস্য সংখ্যা হইবে সর্বোচ্চ ১০ (দশ) জন;

(ঘ) ৩০০১ (তিন হাজার এক) হইতে তদুর্ধ্ব শ্রমিক কর্মরত রহিয়াছেন এমন কারখানা বা শিল্প-প্রতিষ্ঠানে সেইফটি কমিটির মোট সদস্য সংখ্যা হইবে সর্বোচ্চ ১২ (বার) জন।

General Requirement

4.14.3.1 Heat An approved or listed source of heat shall be provided for maintaining the temperature of a pump room or pump house, where required, above 40°F (4°C).

4.14.4 Normal Lighting. Artificial light shall be provided in a pump room or pump house.

4.14.5 Emergency Lighting.

4.14.5.1 Pump rooms shall be provided with emergency lighting.

4.14.5.2 The intensity of illumination in the pump room(s) shall be 3.0 ft-candles (32.3 lux), unless otherwise specified by a requirement recognized by the authority having jurisdiction.

4.14.5.3 Emergency lights shall not be connected to an

engine-starting battery.

4.14.5.4 The emergency lighting shall be capable of maintaining the lighting level for a minimum of 2 hours.

4.14.6 Ventilation. Provision shall be made for ventilation of a pump room or pump house.

4.14.7* Drainage.

4.14.7.1 Floors shall be pitched for adequate drainage of escaping water away from critical equipment such as the pump, driver, controller, and so forth.

4.14.8 Guards. Couplings and flexible connecting shafts shall be installed with a coupling guard in accordance with Section 7 of ANSI B11.19, Performance Requirements for Safeguarding

4.13.1.1* Where an electric variable speed pump is installed, the automatic circulation relief valve shall open at the minimum speed.

4.15.1.1 Steel pipe shall be used aboveground except for connection to underground suction and underground discharge piping.

3.3.49.5 Fire Pump. A pump that is a provider of liquid flow and pressure dedicated to fire protection.

4.1 Pumps. This standard shall apply to centrifugal single stage and multistage pumps of the horizontal or vertical shaft design and positive displacement pumps of the horizontal or vertical shaft design.

3.3.49.18 Vertical Line shaft Turbine Pump. A vertical shaft centrifugal pump with rotating impeller or impellers and with discharge from the pumping element coaxial with the shaft. Acceptance Testing, Performance And Maintenance

14.1.1.1 Suction piping shall be flushed at a flow rate not less than indicated in Table 14.1.1.1 or at the hydraulically calculated water demand rate of the system, whichever is greater.

14.1.2.1 Suction and discharge piping shall be hydrostatically tested at not less than 200 psi (13.8 bar) pressure or at 50 psi (3.4 bar) in excess of the maximum pressure to be maintained in the system, whichever is greater.

(c) The fire pump start point should be 5 psi (0.34 bar) less than the jockey pump start point. Use 10 psi (0.68 bar) increments for each additional pump.(section 10.5.2.5 The second pump must start 5-10 seconds behind the primary pump starting to prevent water hammer)

(d) Where minimum run times are provided, the pump will continue to operate after attaining these pressures. The final pressures should not exceed the pressure rating of the system.

(e) Where the operating differential of pressure switches does not permit these settings, the settings should be as close as equipment will permit. The settings should be established by pressures observed on test gauges.

(f) Examples of fire pump settings follow (for SI units,1 psi = 0.0689 bar):

i. Pump: 1000 gpm, 100 psi pump with churn pressure of

115 psi

Suction supply: 50 psi from city — minimum static; 60 psi

from city — maximum static

iii. Jockey pump stop = 115 psi + 50 psi = 165 psi

Jockey pump start = 165 psi – 10 psi = 155 psi
Fire pump stop = 115 psi + 50 psi = 165 psi
Fire pump start = 155 psi – 5 psi = 150 psi

Classes of Standpipe Systems

Section 5.3.1 Class I Systems

A Class I standpipe system shall provide 2.5 in. (65 mm) hose connections to supply water for use by fire departments and those trained in handling heavy fire streams.

Section 5.3.2.1 Class II Systems

A Class II standpipe system shall provide 1.5 in. (40 mm) hose stations to supply water for use by trained personnel or a hose connection for the fire department during initial response.

Section 5.3.3 Class III Systems

A Class III standpipe system shall provide 1.5 in. (40 mm) hose stations to supply water for use by trained personnel and 2.5 in. (65 mm) hose connections to supply a larger volume of water for use by fire departments and those trained in handling heavy fire streams.

7.10.3.1 The maximum flow required from a 2.5 in. (65 mm) hose connection shall be 250 gpm (946 L/min).
